Racing Data Alerts Generated, but Settings are Disabled

If you have turned Race Notifications off, emails will still be created in the system. We still process the race data and create the email so you have a record but NO emails are sent out to the owners if your settings are OFF. If you click on the View, you will see the emails are not sent to anyone.
